The "model takers, not model makers" framing still holds up well. Where I'd add to it is that even on the model-taker side, the tooling and configuration layer is its own skill. Knowing how to structure instructions, set up provider routing, and configure your coding agent properly makes a huge difference. It's still software engineering but with a new surface to get right.
